What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The hiring range for this position is $86,634.00 - $120,000.00.

Location

The City and County of Denver supports a hybrid workplace model. At this time, the Office of Climate Action, Sustainability and Resiliency requires 3 days in office at the Wellington Webb Municipal Building. Employees must work within the state of Colorado on their off-site days.

The Energize Denver Building Performance team has an opening for a Building Performance Program Administrator. This position will serve as the lead for implementing the compliance requirements for 8,000 small buildings (5,000-24,999 sq. ft.) that must comply with the Energize Denver ordinance over the next three years. This position will also act as the main back-up for the team's administrator implementing the requirements for buildings 25,000 sq. ft. and larger that must meet their requirements over the next 15 years. This role is a key member of the CASR Building Performance Policy team, reporting to the Policy Manager.

Specifically, as the Energize Denver Building Performance Program Administrator, you will:

  • Lead the outreach efforts to the small building sector, building relationships and holding stakeholder engagement meetings to implement compliance policies. Work with the team to develop small-building-specific educational and communications materials to use in the outreach.

  • Implement internal standard operating procedures/technical guidelines concerning small building rules and regulations, and recommend required changes/adjustments to assure proper and adequate accomplishment of program goals and objectives.

  • Act as a technical expert in building energy efficiency measures, serving as an expert resource by formulating approaches and plans to address identified issues, briefing management on concerns and issues.

  • Manage the team's vendor in small building compliance strategies, systems, and operations to track compliance with regulations and requirements, monitor and assess the vendor's compliance with contract terms, and make recommendations for improvements.

  • Identify processes and systems to address equity-focused concerns and work with programs team to develop equity-based support programs for the small building sector.

  • Act as the main back-up for the team's other Building Performance Program Administrator, assisting with outreach efforts for large building requirements.

  • Act as the Energize Denver liaison for city-owned small buildings to guide the projects team, Department of Transportation and Infrastructure, General Services, and other agencies in getting these buildings into compliance.

  • Coordinate with Community Planning and Development and other CASR team members with the development of electrification possibilities in the small building sector.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience in and/or knowledge of a field such as Engineering (any discipline), Construction Management, Project Management, Engineering Management, Sustainability, or Environmental Science.

  • 5 years of experience with and knowledge of the energy efficiency sector, building sector, energy benchmarking, project/facilities management of existing buildings, and climate change mitigation strategies.

  • Excellent written and verbal communication skills, and ability to present to diverse audiences. Ability to translate technical data to non-technical audiences through effective data visualization and written executive-level summaries.

  • An ability to work with multiple stakeholders including representatives from a variety of City agencies and external organizations in a collaborative manner.

  • An understanding of the concepts of institutional and structural racism and bias and their impact on under-resourced communities, along with the desire to incorporate perspectives of multiple communities.

  • Willingness to grow professionally and technically, innovate, analyze, and change processes or procedures.

Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in Engineering, Construction Management, Project Management, Engineering Management, Environmental Science or a related field based on the specific position.

  • Experience Requirement: Five (5) years' experience performing full performance professional level duties within the specialized, functional area.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: One of the following licenses/credentials or plans to achieve it within the first year: Professional Engineer (PE) issued within the United States; Registered Architect (RA) issued within the United States; Certified Energy Manager (CEM) from Association of Energy Engineers (AEE); Building Energy Assessment Professional (BEAP) from ASHRAE; or Energy Management Professional (EMP) from Energy Management Association (EMA)

Note: While a driver's license is not required, the individual in this position may need to visit various locations around Denver in person. The individual must arrange for transportation to these locations.
