The Virginia Department of Transportation (VDOT) is looking for the best and brightest professionals and future leaders for its Engineering Development and Growth Experience (EDGE) Program. As an EDGE Associate, you will be offered a meaningful hands-on learning experience, provided with expert coaching and mentoring and receive targeted training to enhance your knowledge and skills.
Through this structured 12 to 24-month practical training program you will have the opportunity to:

  • Develop mission-critical technical skills and leadership competencies.
  • Work on impactful projects and provide influence on their completion.
  • Rotate across a wide variety of civil engineering, maintenance, operations, business, and support functions during year one.
  • Gain specialized experience in your desired area of focus (i.e. roadway or structural design, traffic engineering, operations, materials, land use, maintenance, residency operations, construction, or transportation planning) during year two.


When you complete the EDGE Program, you will have the opportunity to be placed in a position that aligns with your specialty area and VDOT’s workforce needs. The goal of the EDGE Program is to assist you in developing your civil engineering expertise and career.

Newly hired EDGE Associates will be paid at an advertised market competitive salary rate upon hire and during their tenure in the program as outlined below.

Special Requirements

Minimum Qualifications

  • Must be at least 18 years of age by the start of employment.
  • Knowledge of construction and maintenance contract policies and procedures.
  • Ability to pass the Fundamentals of Engineering Exam (F.E.) and obtain the Engineering in Training (EIT) designation within 12 months of employment.
  • Ability to make independent decisions, as well as determine more efficient processes to produce results and maximize resources.
  • Ability to apply engineering knowledge to complete projects and other tasks.
  • Have or will have completed a Bachelor's or Master's degree in Civil Engineering, Civil Engineering Technology or related degree from an Accreditation Board for Engineering and Technology (ABET) program conferred by May 2025.
  • Skill in basic computer operations.

You will have demonstrated ability to make quality and timely decisions, take initiative, communicate effectively, both orally and in writing, prioritize and organize multiple demands in a continuously changing environment, use a computer and software applications, and can meet established deadlines. Ability to anticipate problems, provide solutions, follow instructions, learn quickly and collaborate with teammates.

In addition, top performing candidates will have:

  • Experience in roadway transportation.
  • Experience in design technology, interpreting technical plans and specifications.
  • Experience in roadway design and geometric design applications.
  • Possess the Engineer in Training (EIT) designation at time of employment. Additional financial consideration may be available to new hires who secure their EIT prior to their official start date.
  • A combination of training, experience, or education in Civil Engineering, or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
