Summary
The Police Property Control Tech position is primarily responsible for the receiving, releasing and storing of impounded property for the Charlotte-Mecklenburg Police Department Property and Evidence Management Division. This is a full-time position that includes working shifts, reporting in adverse weather, and working holidays.
Major Duties and Responsibilities
Receive, document, process, and store evidence and other property, ensuring proper chain of custody through sealing, tagging, and marking. Prepare evidence for transport, coordinate disposal or return, and maintain accurate inventory. Work with internal staff, public, defendants, victims, and external agencies regarding evidence. Manage a lost and found office for the city and community. Create, process, maintain, and update personnel evidence files, input information into computer systems, and prepare evidence reports. Assist officers and detectives with evidence for court and property return. Testify in court to verify evidence, chain of custody, and preservation methods. Purge property and evidence, arranging for release, destruction, sale, or other disposal methods, maintaining disposal records. Provide training on evidence collection and storage, ensuring procedures comply with NCGS. Manage and maintain the evidence storage area. Prepare and review evidence and funds for transport to city, state, and federal agencies. Package and store evidence, submit evidence to legal authorities, release evidence to owners or other entities, dispose of evidence, issue and release property, and process firearms. Perform other assigned tasks.
Knowledge, Skills & Abilities
§ Ability to communicate effectively, orally and in writing § Ability to establish effective working relationships with other employees and members of the public § Ability to analyze administrative problems and to make sound recommendations as to their solutions and to prepare working procedures § Knowledge of evidence chain of custody, evidence handling procedures and requirements, which may include a basic working knowledge of firearms and firearms safety. § Extensive knowledge of criminal law, evidence handling, and court procedures. § Proficiency in inventory control and recordkeeping. § Understanding of law enforcement practices, safety regulations, and database systems. § Strong computer skills, including word processing, spreadsheets, and databases. § Ability to analyze information, solve problems, and make decisions. § Excellent written and verbal communication skills. § Strong interpersonal and customer service skills. Sensory Requirements: § Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data § Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain § Comprehensive of written information in work related documents § Ability to hear, understand, and distinguish speech Working Conditions: Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files and phone. Work includes, long periods of standing and walking. Other Requirements: Successfully complete and pass a pre-employment respirator clearance evaluation. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.
