The successful candidate will serve as a Project Manager reporting to the Public Safety and Emergency Management Programs Unit. The Project Manager will manage a variety of projects encompassing application development, COTS, infrastructure, or a combination of each of these types of projects, in addition to providing senior level management support for the Project delivery team and support functions.
Responsibilities will include:
- Determine the project approach, resource requirements, team roles and responsibilities, and schedule
- Develop and review estimates and assumptions for the projects schedule, effort, and cost using established estimating models, best practices, and past experience
- Create project charter and scope statements, weekly status reports, risk and issues log and other project deliverables
- Manage projects throughout the entire assessment and development life-cycle, providing direction for project teams and monitoring the progress of deliverables and tasks;
- Create and manage project, risk mitigation, and communication plans
- Plan, track, communicate with, and drive infrastructure solution; build and support resources
- Work closely with executive level leadership, as well as internal and external stakeholders
- Provide oversight and management of blended teams of independent IT consultants and staff; manage vendor relationships, including participating in the creation of CPs, RFPs, review/selection of vendors, contracts, etc.
- Conduct site visits, when required, to ensure correct visual requirements are captured to effectively execute the project
- Manage receipt of project assets and ensure assets are correctly tagged in collaboration with PSEM SACM and technical teams
- Ensure that staff and consultants adhere to the published PMO methodology and development standards defined for the PMO
- Engage in PMO-related functions including monitoring budget and ensuring that established communication plans, risk management, and similar processes are adhered to
- Define team member roles and expectations and ensure that project resources are used effectively
- Participate in the review of project artifacts including technical requirements, user experience design, architecture, testing and implementation documentation
- Develop training plans and future support needs
- Manage project close out and transition of all project artifacts and knowledge to agency staff prior to disengaging from a project
- Identify future support needs and work with appropriate units to assist the agency with articulating and requesting these resources
- Support and contribute to the Program’s goal of ongoing process improvement, and adherence to Project Management Institute’s PMBOK and OTI published project methodologies
- Report to senior management within the Program, OTI and stakeholder agencies on project status
- Supervise and mentor Project Managers/Assistant Project Managers
- Support the Director of Project Management with managing PMO functions including: change requests, document and deliverable management, scheduling, reporting, etc
- Address client concerns and escalate all project issues appropriately and manage them to resolution
- Perform special projects and initiatives assigned.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

The preferred candidate should possess the following: - 10+ year’s experience project managing IT infrastructure and applications projects (end to end) specifically related to: CAD, telephony services, voice and data networks, enterprise services, IT security, logging and recording, radio, with 3 or more years in a managerial or supervisory capacity - 5+ years’ experience in vendor management - Project and resource planning, WBS creation, proficiency in Microsoft Project and other project management software such as Smartsheets - Strong demonstration of negotiation and conflict management skills - Excellent verbal and written communication ability with strong visual presentation and public speaking skills - Excellent leadership and organizational skills in an aggressive timeframe ability to be a systems thinker, attention to quality, and relationship/team building ability to interact effectively with technical staff, project managers, and functional managers - Experience in interfacing with executive level management and giving senior level presentations - PMP certification - Experience working with or for New York City government agencies
