Responsibilities
OPERATIONAL RESPONSIBILITIES
Regulatory Oversight
· Managing the RCO team’s UK WSB CPLE horizon scanning and regulatory implementation oversight activities and being the primary contact for enquiries relating to these. Delivery of team-specific regulatory developments reviews, impact analyses, communication and implementation responsibilities, in accordance with the UK WSB Legal and Regulatory Change Committee (LRCC) Terms of Reference and the UK WSB CPLE Regulatory Developments Framework. Collaborating with Legal, CPLE and BU/SU stakeholders in that regard.
· Managing daily regulatory horizon scanning activities, including in relation to regulatory rules & guidance, enforcement actions, discussion papers, consultation papers, calls for evidence, Dear CEO and analogous letters, market standards and codes, supervisory statements and policy statements; utilising a range of sources such as UK financial services regulators, selected law firms, selected trade associations and subscription services made available to the team, as well as LRCC and related discussions.
· Analysing and articulating the impacts and associated risks of regulatory developments on the UK WSB business models, operational processes and control frameworks; and proposing required actions, in close collaboration with CPLE subject matter experts and relevant colleagues outside CPLE, especially other LRCC participant functions. This includes collaborative work with the respective stakeholders for the preparation of read-across analyses following enforcement actions against peer firms and the delivery of CPLE team training sessions on major regulatory publications.
· Presenting regulatory developments analyses to CPLE advisors, committees such as the Regulatory Developments Review (RDR), handling the execution and closure of CPLE-specific regulatory developments.
· Supporting CPLE and BU/SU stakeholders with regulatory rule interpretations and regulatory implementation advice, whilst maintaining a strong understanding of the UK WSB model. Actively participating in industry working groups, identifying risks as well as opportunities arising from publications such as consultation and discussion papers, and issuing succinct, firm-centric reports on these to impacted stakeholders.
· Planning and coordinating submissions for the quarterly UK WSB Compliance Committee (ComCo) updates on regulatory developments. Ensuring that supporting materials collectively provided by CPLE and the other LRCC participant functions are consistent and devoid of repetition and over- or under-laps. Presenting CPLE-specific regulatory developments succinctly, highlighting impacts, key risks, any concerns, as well as recommendations and next steps.
· Supporting the development of the annual Mandatory Normative Documentation (MND) Roadmap in accordance with policy revision triggers such as regulatory developments.
· (Working closely with the Head of UK RCO and the ROCG Pillar Lead) Maintaining the framework of regulations and SGLB/SGIL Senior Management Function holder (SMF) domain mappings supporting the UK WSB entities’ obligations to comply with the UK regulatory system (and the related prescribed responsibility (PR FF) under the Senior Managers and Certification Regime (SMCR) in SGLB). Aligning this with wider LRCC and UK WSB CPLE Regulatory Developments Framework considerations.
· (Working closely with the Head of UK RCO and the ROCG Pillar Lead) Maintaining the UK WSB Permissions Governance Framework up to date and coordination of the annual Regulatory Permissions (RPs) review and attestation process.
· Administers and oversees regulatory reporting for SGLB. This includes oversight of the SGLB List of Regulatory Reports and ensuring timely submission of regulatory reports submitted in REGDATA.
· Support the delivery of the SMCR-related component of the RCO team mandate by carrying out the day-to-day SMCR processes.
· Ensure data integrity by maintaining accurate records of employee Certifications, ensuring that records (including the Staff Registrations Tool and electronic folders) are kept up to date at all times and assisting with related reconciliations.
· Provide support as required in ensuring an effective ongoing SMCR Compliance model.
RESPONSIBILITIES FOR ATTENDING AND CONTRIBUTING TO COMPLIANCE GOVERNANCE OR REPRESENTING COMPLIANCE IN OTHER GOVERNANCE
· Represent UK WSB CPLE in any committees or other forums as separately agreed and provide feedback or otherwise report on material matters discussed in these committees to the Head of UK RCO and ROCG Pillar Lead.
RESPONSIBILITIES FOR OTHER UK LEGAL ENTITIES
· Support the Head of UK RCO and ROCG Pillar Lead in ensuring the performance of the activities mentioned above for SGIL as part of the UK WSB CPLE organisational model. The provision of such services is governed by the relevant Service Level Agreement.
Profile requiredCore Competencies & Technical Skills· A clear understanding of UK financial services regulation (and specifically PRA & FCA regulatory frameworks) and a firm understanding of UK Wholesale Banking business models.
· A strong regulatory background with demonstrable experience in policy management, regulatory oversight and stakeholder management.
· Ability to review and interpret complex financial regulation, conduct full impact assessments and communicate these in a practical and pragmatic manner stakeholders across all levels of seniority and disciplines.
· Ability to issue risk-based Compliance challenge and advice, with a solution-focussed mindset.
· Ability to work collaboratively with stakeholders across Compliance and Business Lines, to attain the best possible outcomes.
· A self-motivated team-player with a strong work ethic and the desire to deliver to high standards, that takes responsibility and is accountable for his/her own actions.
· Excellent communication skills (both oral and written) with keen attention to detail, whilst being flexible and adaptable in approach.
· Ability to implement continuous improvements in day-to-day processes, particularly through the efficient use of technology.
· Strong project management and organisational skills, expertise in Management Information reporting, with the timely escalation of issues or concerns.
· Legal training or a professional qualification in Compliance, Finance or Accounting would also be of benefit.
