Skills Delivery Officer
Are you passionate about supporting skills development and driving positive outcomes for local communities? We have an opportunity for you.
We’re seeking a Skills Delivery Officer to join our Employment, Skills, Health and Communities Directorate. In this role, you’ll help ensure that skills programmes across the West Midlands are delivered effectively, compliantly and with real impact for residents.
You’ll act as a key contact for training providers delivering programmes across the region supporting them to translate funding into meaningful outcomes.
You will manage a portfolio of providers, supporting them to meet their delivery plans through proactive contract monitoring, strong relationship management and effective performance oversight.
As our provider base continues to grow, this role offers genuine scope to shape ideas, influence delivery and see first-hand how programmes positively impact communities across the region.
What you’ll be doing.
- Acting as the primary contact for delivery providers, including independent training providers and Voluntary sector organisations.
- Conducting regular performance reviews to ensure contractual commitments and KPIs are achieved.
- Supporting providers with compliance processes and escalating risks or concerns appropriately.
- Collaborating with key stakeholders and colleagues across the Directorate to maintain alignment to priorities.
- Working closely with the data team to produce accurate reports validate funding claims and ensure submissions meet funding rules.
- Monitoring financial performance, ensuring contract spend aligns with agreed budget profiles.
- Completion of financial forecasting and accurate contract management reporting.
- Demonstrate a strong understanding of WMCA priorities and strategies, and confidently communicate these to external stakeholders.
What’s essential.
You’ll combine strong analytical capability with confident stakeholder management skills.
You will bring:
- Experience in contract management and performance monitoring
- Knowledge and experience of compliance activity and funding rules.
- Knowledge of government funding streams related to skills, employment or economic development.
- Strong numeracy and data analysis skills with excellent attention to detail.
- Proficiency in MS Office, particularly Excel, with the ability to manage reports, presentations and scheduling.
- Excellent time management and the ability to meet deadlines.
- Strong performance report writing skills
- A proven ability to build effective working relationships with a broad range of stakeholders.
Location.
The location for this role is Summer Lane with at least 2 days a week spent in the office.

We advertise salary ranges, with new appointments typically starting at the lowest salary point. In exceptional cases, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
